1994(?): Prodigy
This was the first UDP. Information is sketchy as the event
predates this web page and also predates Deja News.
July, 1997: Bell Atlantic
Discussion of UDP begins. Bell Atlantic changes policies; no
UDP was ever necessary.
Aug, 1997: UUNet
UDP implemented 1 Aug 1997 due to UUNet refusal to address ongoing
spam problem. UDP lifted 6 Aug after UUNet agrees to toughen
anti-spamming policies.

It turns out that Florida-isp.com is Escort Guide.
UDP announced 31 Oct 1997 against MXOL and
Spacelab.net. Spacelab terminates spammer on 3 Nov and UDP
is lifted.
Nov, 1997: ACSI
Discussion of UDP begins 29 Oct 1997 when ACSI
flatly refuses to take
action against spammers. UDP announced against ACSI
on 3 Nov 1997. ACSI announces that they will adopt an anti-spam policy
4 Nov and the UDP is lifted.
Discussion of UDP begins 14 Nov 1997 when Compuserve
fails to address spamming problems. UDP begins 18 Nov. Compuserve
agrees to crack down on spammers on 19 Nov and UDP is lifted.

UDP begins 8 June 1999. Starnet addresses spam problem and
UDP is lifted.

Dec, 1999: VSNL and SILNET
Indian ISPs VSNL and SILNET placed under UDP for failure to control
HipCrime rogue canceller. This UDP was unusual in that it was
announced to VSNL and SILNET, but not announced publicly. This was
done to see if HipCrime had inside knowledge from VSNL and SILNET.
VSNL and SILNET implemented port 119 blocking and the UDP was
lifted.

UDP announced against @Home on 12 Jan 2000. @Home announces
they will deal with the problem on 13 Jan. See
